This is pretty handy for a Bangladesh national (also available and valid for India, Pakistan & Sri Lanka Nationals). One can obtain this "Transit Pass" valid for 5 days (120 hours) if he/she holds valid Australia, New Zealand, USA, China, Taiwan, South Korea or Japan visa. Both Single Entry and Multiple Entries visas are acceptable.
As per the official rule, one can only obtain it if he/she is travelling to/from the country for which he/she holds the visa, i.e. if you are travelling to/from Australia and have confirmed Air Ticket or Issued Boarding Pass, he is eligible to get the pass. Also officially only passengers of three airlines, i.e. Malaysia Airlines, Air Asia & Malindo may use allowed to use this facility.
However, from my personal experience just holding one of this visa is enough to satisfy the counter officer. I was also allowed TWOV even when I was not flying with the above-mentioned airlines. I have obtained Transit Pass 6 times showing my US visa and this time showing the Australian Visa.
It is important to remember that this facility is ONLY available at the 2 main airports in Kuala Lumpur (KLIA & KLIA 2). In KLIA, approach the counter on the right-hand side, located a few meters before the rows of usual immigration counters. Picture of the same is given below for your reference.
And in KLIA 2 (previously LCCT Terminal), you need to approach the 120 Hours Transit Counter located at the end of the second immigration hall. (Right next to the exit to duty-free). I don't have a picture for this counter, but you will find a couple of small roll up banners which shows the direction to the 120 hours Transit Without Visa counter.

P.S. Citizens of China, Nepal, Bhutan and Myanmar can obtain it without any condition such as holding a valid visa from the above-mentioned countries. For them only confirmes ticket/issued boarding pass is enough.

Yes bhai, the immigration official has the authority to decide whether to issue TWOV to a passengers. But if you fulfill the above conditions exactly, you are pretty safe to assume that you will be issued TWOV without any trouble.
